About the UDC
About The UDC
1. What is a Unified Development Code and why does Springdale need one?
A Unified Development Code (UDC) is a single, comprehensive set of local development regulations that brings together multiple land‑use and zoning documents into one coordinated ordinance. Instead of navigating separate, and sometimes inconsistent regulations for subdivision of land, zoning and land use, signage, and development or design standards, users can find all requirements in one clear, streamlined code.
For Springdale, adopting a UDC is not just an administrative update; it represents the next critical step in implementing the community’s Vision established during the development of the Future Land Use Plan update. That plan will outline how residents want Springdale to grow to become more connected and more aligned with long‑term goals. A UDC provides the regulatory framework needed to turn that Vision into reality.
By consolidating and modernizing the City’s development regulations, the UDC will:
-
Ensure consistency between policies and regulations so that standards support, rather than contradict, one another.
-
Improve clarity and usability for all users including developers, builders, utility providers, City staff, elected officials, business owners, and residents.
-
Reduce confusion and inefficiencies caused by outdated, unclear, or conflicting code language.
-
Strengthen communication and trust between the City and the community by making development expectations easier to understand and follow.
-
Better integrate key planning tools like the Master Street Plan, so they can be implemented effectively.
In short, the UDC will be both a modernization of Springdale’s development regulations and a direct implementation tool for the community’s long‑term Vision. It will ensure that the City’s standards work together cohesively to support orderly, predictable, and high‑quality growth.
2. Why is a UDC beneficial?
A UDC brings together multiple development‑related regulations into one clear, coordinated document, creating a more predictable, efficient, and user‑friendly system for everyone involved in Springdale’s growth. By consolidating standards that were previously scattered across separate, sometimes contradictory documents, a UDC eliminates confusion, updates outdated provisions, and ensures that all regulations work together rather than against one another.
The need for a UDC is especially clear given challenges with the current codes. Their overall usability and clarity create difficulties for developers, builders, utility providers, city staff, elected officials, business owners, and residents. When regulations are hard to interpret or navigate, communication breaks down. For local governments, strong relationships with the people who live, work, and recreate in the city depend on clear, consistent communication. Outdated or conflicting codes undermine this communication, leading to inefficiencies, frustration, and a loss of trust that ultimately weakens the collaborative environment needed for a thriving community.
3. What else is included in this project?
As part of the broader code update effort, the City is also modernizing several portions of municipal code and technical documents related to engineering. The updates aim to improve clarity, align standards with current best practices, and ensure that development requirements support Springdale’s long-term goals. The greatest effort will be to update the City’s typical street section details along with details for street and drainage construction.
